Parking In Universities Proposed

BAGUIO CITY – The city council last week referred to the committee concerned the proposed ordinance authored by Councilor Rocky Thomas Balisong requiring schools and universities to provide parking spaces for students and faculty members.
 
According to Councilor Balisong, measures should be taken to provide ample parking spaces inside school grounds for the safety and convenience of employees and students. Solutions should also be implemented to ease traffic congestion due to parking in streets within the vicinity of the schools, more commonly known as the 'university belt', he added.
 
The councilor also observed that some new schools do not provide parking spaces in their respective schools. Parking spaces are a must, the councilor stressed, as the city is considered as the educational center of the North, with 54 private preparatory schools, 33 private elementary schools, 19 private secondary schools, 2 schools for the physically handicapped children, and 54 public schools including 37 elementary and 17 public high schools.
 
If approved, a committee shall be created to promulgate the rules and regulations, and strictly implement the ordinance. Representatives from the City Buildings and the Architecture Office, the City Planning and Development Coordinator, the Department of Education, the Traffic Management Branch, the Parents-Teachers and Community Association Federation, and the School Service Association shall be members of the committee.
 
Those who fail or refuse to comply shall be penalized with a fine of P2,000 for the first offense, P3,000 for the second offense and P5,000 for the third and following offenses
