BAGUIO CITY Mayor Braulio Yaranon is hopeful that the city can implement reforms in its waste management program in time to beat the deadline for the scrapping of open dumpsites as per Republic Act No. 9003 or the National Ecological Solid Waste Management Act.

Secretary to the Mayor Rabindranath Quilala mentioned in the mayors media briefing that the mayor was aware of the necessity for such a program even at the start of his administration and especially now that the city had received stern warning from the Department of Environmental and Natural Resources (DENR) for its compliance with the said law.
RA 9003 mandates local government units to adopt an effective waste management program that will no longer require the operation of a dumpsite by year 2007. The same law also requires LGUs to convert their open dumpsites into a controlled disposal facility (CDF) by February 2004.
Quialala said the DENR however gave the city until February 2006 to institute the required measures in recognition of the fact that the city is taking steps to improve its present garbage disposal system which will include the rehabilitation of the present dumpsite in Irisan.
Quilala said the city has received five offers for waste management schemes and is now eyeing one which proposed a more complete garbage conversion method.
However, the city council is still studying how the scheme can be adopted, whether through a negotiated contract or public bidding.
Meanwhile, the mayor has enlisted the support of the DENR, which agreed to provide technical support to the city government in the closure and rehabilitation of the dumpsite through a memorandum of agreement.
Quilala said the technical working group, earlier created by the mayor and composed of concerned city government offices, has also come up with a plan of action on the matter contained in a report to be presented to the city council for deliberation.
He said the report will recommend the pursuit of the terms of the proposed contract covering a waste-to-energy method of conversion. He said it also details the specific programs of work for the rehabilitation of the dumpsite and recommends the exploration of possible areas as the citys permanent dumpsite.
