TABUK, KALINGA The Kalinga Provincial Consultative Body (PCB) approved during their first meeting held recently to identify and recognize the different
bogis of Kalinga as the ancestral domain of each sub-tribe and as basis for the delineation of ancestral domains.

The bogis are territorial boundaries of a sub-tribe recognized in the Pagta (provisions) of the Bodong (peace pact).
This stand of the consultative body was the result of a three-day consultation with sectoral groups that worked on the official recognition of respective sub-tribe bogis as means of declaring ancestral domains.
The PCB has already submitted the bogis of 50 sub-tribes from the eight municipalities of Kalinga, recommending to the National Commission on Indigenous Peoples(NCIP) that the delineation of ancestral domains be done per bogis to truly reflect the identity of the people as a distinct sub-tribe from each other.
This move of the newly-organized PCB was inspired by the approach of the consultation with its theme, Mandatdatong tako losan ta intako man-u-ugudan de kadagupan nin kasumsumkan ate man-asi-tukunanKalinga sin-iliyan. (Together we gather to discuss and confer in collective agreement and sustain commitment to forge in unity and solidarity a strong Kalinga Consultative Body).
Natividad Sugguiyao, Provincial Director of NCIP Kalinga coined this momentum, dubbed Kalinga High Five For 2005 as the guiding principle for some 300 participants throughout the three-day consultation.
PCB was organized after the NCIP with the support of Assisi Development Foundation, Inc. conducted a three-day consultation with Kalinga sectoral groups held at the Tabuk Pastoral Center from January 22 to 24. This is in consonance with Section 50 of RA 8371, which provides that a body consisting of the traditional leaders, elders and representatives from the women and youth sectors of the different indigenous people shall be constituted by the NCIP from time to time to advise it in matters relating to the problems, aspirations and interests of indigenous people.
