ACHIEVEMENTS & RECORDS WHILE IN CONGRESS 1992 - 1998

In the 10th Congress, he was nominated on July 22, 1995 by President Fidel V. Ramos and confirmed by Commission on Appointments on September 7, 1995.  In the 9th Congress he was nominated by President Fidel V. Ramos on May 20, 1993 and confirmed by the Commission on Appointments on March 7, 1994.

As sectoral Representative for the Youth he was a member of the justice, youth and sports, tourism, constitutional amendments, housing, natural resources, north quadrangle, special law enforcement, overseas contract workers, public order and safety, legislative franchises, health and education, chairman, of the sub-Committee on Duty Free, Committee on Tourism.  He steered policies and programs towards being more responsive to the specific needs and aspirations of the youth and the people of Baguio.  During his six-year stint in Congress, he was the principal author of eighty-four (84) bills and twenty-one (21) resolutions.  Fifty-four (54) of said bills were of national significance. He was also co-author of none hundred thirty two (932) measures.  He also had several infrastructure projects mainly for the youth and children, including a youth center in Baguio, a children’s playground in Zamboanga del Sur, another children’s playground in Baguio City, and a Municipal Park.
